要想确保船舶在广阔的海洋上自如航行，必须配备精准、可靠的导航系统，并遵循严格的安全标准。综合导航系统 (INS) 为海员提供关键数据和指引，是保证船舶可靠前行的关键所在。根据 IMO 标准 MSC.252(83)的要求，INS 须采用冗余技术和强固型组件，确保即使在严苛海洋环境中也能不间断运行。
该标准要求就系统冗余、隔离电缆、自主型网络、网络过载保护、持续监测、快速恢复功能和统一时间标记等作出了规定，并要求集成来自雷达、AIS 和 ECDIS 的数据，以完善报警功能、减少人为失误。INS 需具备抗电磁干扰能力，并滤除 CCTV 视频等非导航数据，以便清晰呈现相关数据；还需采用 IEC 61162 协议，尤其是 NMEA 0183 协议，来确保导航设备兼容性与互操作性。
